Contempt Charges Hang

Montserrado County Superintendent Grace T. Kpan risks legislative contempt if she refuses to appear before the plenary of the House of Representatives today.  

The House of Representatives on Tuesday gave Superintendent Kpan her last chance to appear before that august body today or be held in contempt.   Recently, the House instructed Superintendent Kpan to open a single account where all funds for Montserrado County will be deposited.

She was further instructed to ensure the payment of all scholarship fees for lawmakers in the county and reinstate the dismissed Chairman of the County's Project Management Committee (PMC) Patrick Moore and report to plenary within one week.

Since the lawmakers' decision, Madam Kpan has neither appeared before the House nor implemented the mandate although the deadline has elapsed, and there has been no communication from her to the Representatives for her inability to appear before them.

The lawmakers described the failure of the Superintendent to appear as a complete disrespect to that body.

The Representatives have threatened that if Superintendent Kpan refuses to appear before them today to show cause why she has refused to implement their mandates, they will hold her in contempt.

The Representatives said they are tired with the Superintendent's continuous disrespectful attitude and called on President Johnson-Sirleaf to prevail on her to comply.

It can be recalled that the House of Representative in the 52nd Legislature held former Monsterrado County Superintendent Beauty Barcon, and former Chairman of the Liberia Telecommunications Authority Albert Bropleh in contempt and ordered their detention at the Monrovia Central Prison.
