Complaints of electoral frauds and irregularities filed to the National Elections Commission (NEC) by Rep. Bill Twehway of Montserrado County District #3, is said to have favored Rep. Elect, Cebee Barshall.
Shortly after the conduct of the October 10, 2017 Presidential and Legislative Elections, defeated Representative of Montserrado County District #3, Bill Twehway filed a complaint of irregularities and frauds against NEC and Barshall.
In his complaint, Rep. Twehway said the irregularities and frauds amounted to the consideration of valid votes as invalids votes, closing ballot boxes in the absent of his party agents, brutalizing his party agents and the denial of several registered voters from casting their votes while standing in line at Barshall’s precinct.
According to the hearing document under the signature of the NEC Hearing Officer, Atty. James L.K. Leaman, on the second day of the hearing, October 28, 2017, the complainant counsel presented three witnesses to testify on their behalf, proofing Twehway wrong of his allegations against NEC and Barshall.
In the document, the third witness took the stand and in her testimony, she informed the hearing officers that she was the queue controller at Barshall precinct, adding that at 6:00 .p.m., she went at the end of the line and stop the last person in the queue until all of those that were in the line voted, “I did not see people pushing each other or see people mocking at others,” she told the hearing.
At the same time, hearing Officer Atty. Leaman, quoting Article 8, Section 8.1 of the Election Law said “The NEC or the magistrate may dismiss a challenge or complain if the evidence is insufficient.”
“This hearing sees the complainant’s allegation to be mere hearsay, based on assumption without any proof to warrant a re-run of election in District #3 precinct of Cebee Barshall,” The document is quoted as saying.
Meanwhile, NEC has denied complaint filed by Montserrado County District #3 Rep. Bill Twehway against the Commission and the newly elected Rep. Ceebee C.D Barshall on allegations of irregularities and electoral offenses such as considering valid votes invalid, closing ballot boxes in the absent of his party agents, brutalizing of his party agents and the denial of several register voters from casting their votes while standing ling at Ceebee Barshall’s precinct.
